PROMOTION STANDARDS
Students must be placed in the best possible learning levels for successful educational experiences. Retention shall be limited to those situations where in the best interests of the child a successful learning experience is reasonably assured. Diligent effort shall be made to utilize all available resources to determine the child’s appropriate placement.
It is the strong commitment of the Ichabod Crane School District that all children attain those skills necessary to ensure yearly promotion.
Elementary Schools
Grades K-2
Students in Grades K-2 should meet the minimum requirements in language arts and mathematics for their grade level. These minimum requirements are delineated in an administrative directive and will be reviewed at the building level and forwarded to the Superintendent. Students in K-2 who do not meet the minimum grade level requirements may be retained or promoted in their respective grades if the Promotion/Retention Committee in conjunction with the parents/guardians, provide written evidence to the Building Principal that a promotion or retention is in the best interest of the youngster. The written evidence is to be placed in the child’s folder.
Grades 3, 4 and 5
Students in grades 3, 4 and 5 who do not make satisfactory progress in two or more basic subjects – Reading, English, Mathematics, Spelling, Social Studies and Science – may be retained or promoted in their respective grades if the Promotion/Retention Committee, in conjunction with the parents/guardians, provide written evidence to the Building Principal that a promotion or retention is in the best interest of the youngster. The written evidence is to be placed in the child’s folder. Standards for student progress will be contained in an administrative directive and will be reviewed at the building level and forwarded to the Superintendent.
Middle School – Grades 6, 7 and 8
Students who fail one subject will have the failure evaluated and a determination made as to the reason for the failure. In typical cases the student will be promoted and will be placed in the Extended Day program for the first quarter of the following academic year.
Students who fail two or more core subjects (English Language Arts, Math, Science, and Social Studies) may be retained. Students will have their cases considered on an individual basis as previously cited; eighth grade students may be recommended for summer school and may be able to avoid retention (if Ichabod Crane does not offer summer school, then at a parent’s expense, the student may attend summer school at another school district); sixth and seventh grade students who are promoted will be placed in Extended Day the first quarter of the following academic year.
Senior High School – Grades 9-12
In general, promotion from one class to the next shall be contingent upon the accumulation of a specific number of Carenegie units as detailed in the administrative directive.
Special Education Students
Students who have been placed in educational programs by the committee on special education (CSE) may be exempt from the promotion/retention criteria.
Decisions on promotion or retention for students placed by the CSE should distinguish between students placed in resource rooms or receiving consultant services or related services, and students placed in a special class. Decisions concerning students placed in a special class should be made in the first instance by the CSE. Decisions concerning students placed in resource rooms or receiving consultant or related services should be made in the first instance by the Building Principal. However, before the Building principal finalizes a decision, the student should be referred to the CSE to determine whether or not the decision to retain is related to the student’s disability. IF the CSE determines that such a relationship exists, the decision shifts to the CSE.
Children Who Fail or Underachieve
Pursuant to Part 203 of the Regulations of the Commissioner of Education, students who have “failed continuously” or are underachievers must undergo suitable examinations to ascertain the physical, mental and social causes of such failure or underachievement. Guidelines to be followed at the building level are contained in the administrative directive on this topic.
